Context¶

Cursor does not publish a stable credits discriminator on RateLimitError.

Decision¶

Maintain a configurable billing lexicon; capture unmatched terminal errors into the audit log; expose doctor --explain-error.

Consequences¶

Wrong strings waste a window bounded by max-wait — not an infinite hang.
